1) Open a new 500 x 500 pixels document with transparent background. Now fill the layer with any color you want.

2) Now select the type tool and type some text.

3) Now right click on the layer and select Duplicate Layer.

4) Go to Edit-Transform-Flip Vertical

5) Now select the move tool and move the text later copy underneath the original layer.
